If the issue is that there is a duplicate title, one of which is incorrect, but submitted by the same person, you could just reject the incorrect copy. You don't have to open the file in that case, so it doesn't matter if it is in a format you can't read. It is only an issue if you have to download and compare the files to see which is better.
