Looks like it was in some kind of columnar format, and whoever scanned it had their decolumnizer on, so the page numbers got dumped at the bottom of the page. However, it does look more complicated than just a list of items with a single page number after it. Without a look at the book, either from the original print, or some web source, I don't know how you could be sure of matching the right page numbers with the correct items.
