I think it could be put this way. The lack of page breaks in publisher quality books is undesirable. It would also be undesirable in volunteer submitted books too. The difference is that something can be done about it in volunteer submitted books. Yes, the reason that the publisher submissions do not have them is undoubtedly that these are the files that are sent to the printing press which then determines the pagination. The problem could be remedied short of scanning the books though. It would only be necessary to compare the files to an actual printed book and then insert the page breaks. But then someone would have to do it and the publishers submit a lot of books. I am sure that they prefer to pay their employees for doing jobs that could make them a profit. These submissions to Bookshare confer very little advantage on them at all. There is, perhaps, some minimal public relations value. So trade-offs have to be made. If some less than desirable characteristics of the publisher submitted books are not accepted then the publishers may very well just say forget it then.
