Hi Carrie,
You're right that in braille the number will not be larger in any way. In
hardcopy braille books, when there is just a plain number to mark the beginning
of a new chapter it is centered, which makes it obvious that it's a chapter
header. As for writing the word "Chapter," I don't know if it's necessary, but
it certainly doesn't hurt anything.
