Pam, RFBD only offers memberships to individuals who are American legal residents/citizens who would be typically eligible to receive services when in the United States. Until their immigration status changes, they are still ocnsidered to be legal. I do not believe RFB&D is permitted to offer memberships to non-american citizen living abroad. I hope this helps.
