If the books are not rejected or dealt with by validating them, they remain 
on Step 1 ad infinitim!!!

I take it that the books are not rejected?  Isn't there another problem that 
this causes, namely that books that others might do are in noman's land as 
long as they're on the step 1 page?

  There is at least one submitter who keeps submitting poor scans 
regardless.  People have even talked with this submitter, and on one 
occasion the submitter claimed not to have enough time to clean up the 
scans.  Lisa Friendly posted that submitters will not get credit until the 
submissions are in the collection, and that this should stop people from 
submitting poor scans.  So I guess the answer to your questioon is that 
there are those who will not take a hint.  <smile>

  The thread has to do with poor submitters, right?  If rejecting a book 
gets rid of the book, won't they get the hint when their books no longer 
show on the step 1 page?

        But that doesn't help us who are looking for a book to validate and 
trying
        to avoid the poor submitters. I think E's idea is wonderful and 
hopefully
        the benefit would be that when poor submitters' books stayed on the

        list for a long time, said submitter would get the idea that unless
