The policy is that if there are unnumbered pages before the first lower case Roman numeral page they should be numbered with capital Roman numerals. If you put the dust jacket material first then I suppose that should be the kind of numeration they will get.

    I don't think the dust jacket information is necessary at all, but
    a lot of readers appreciate it if it contains a synopsis. So I do
    include it when scanning. However, if it contains nothing but the
    title and author I don't think I would bother with that.
