I think when people consider that there might be an image or picture, sometimes 
they are more comfortable writing [This page contains no text.] And when they 
know the page is blank, [blank page ].

 For what it is worth, on a page that I know is blank, there are five lines so 
as to protect both the page numbering in the page break. So, it would be like 
this for page one being blank, taking away the number and the colon:

1: 
2: 1
3:
4: [blank page]
5:

Then there would be a page break immediately preceding the first and fifth 
lines.

 It may be overkill, but I know it looks right when it gets in the collection.
