Check the preliminary material. If the book was printed in England, then the apostrophes are the correct method of quotation. In that case, don't change them. Another idea is to check for British spelling, i.e. colour, organise, stuff like that. If you see that, then it's a pretty sure bet that the apostrophes are actually correct.
