Hi Kristen,
Many if not most children's books that are under 50 pages in length do not have
page numbers, so don't reject it for not having page numbers. However, it
should have all of the pages in it that the original printed book has, and all
of the corresponding hard page breaks in it.
If you are certain that is it missing all of the page breaks, you can either
contact the scanner and ask them where the page breaks should be, or reject the
book for missing the page breaks.

email the submitter and ask. Also, if you reject it, I would definitely add in
that the reason is missing page numbers. You might also mark it Hold for
Sighted Proofer, so may someone who is sighted can fix it with a print copy of
the book.
