Submitting a book and submitting a validated book are not identical
processes.
Just because you had no problem doing the former doesn't guarantee you
success with the later as you discovered.
You are probably missing something in the process which is causing the
hangup.
If someone watched the upload as you did it, perhaps they might spot what
is giving you the hang-up.
