Cindy, Actually when submitting a book, the submitter gives it a rating. When the validator uploads the book, that's when the Bookshare utility gives it a rating based, I assume, primarily on spelling and scanning errors. At that time the validator can upgrade the book and I am told they can also downgrade it. What some of us are suggesting is that this same tool be used at the time of submitting the book to help eliminate this subjective evaluation.
