I thought so too, because the last time I submitted a book, I was told that good was the rating the computer gave it. I changed it to excellent because of the huge number of last names and strange addresses in the book. Either the submitter's rating stays because the validator doesn't bother to change it when uploading, which happens, or the validator him/herself rates it.
