I had the same thing happen recently, and I am fairly sure I checked to make sure the books weren't already in the collection. I did have these books out for validation for a while and my guess is the submitter decided something must have gone wrong and re-submitted them and someone else validated the new copies. But then again, my memory could have gone astray and I might not have checked first.
