It sounds to me that all that needs to be done is for someone to increase the page length in the book in order to remove the soft page breaks.

It doesn't even need page breaks. They are there. She thought that soft pagebreaks on two pages were hard page breaks and that the book needed morenumbering than it has. I hope this makes sense.
