These days most ebooks have a different ISBN than any paper versions.
So, even converted to rtf, I don't think an ebook would be acceptable.
But some rules have changed over time. Who knows what might happen in
the future.

If you convert it to an rtf file, it's still an e-book. Bookshare says in their online volunteer manual for scanners (I just took a peek at it) that they can't accept eBooks even if you take the e-book, print it out and scan the pages you printed.
