These days most ebooks have a different ISBN than any paper versions. So, even converted to rtf, I don't think an ebook would be acceptable. But some rules have changed over time. Who knows what might happen in the future.

If you convert it to an rtf file, it's still an e-book. Bookshare says in their online volunteer manual for scanners (I just took a peek at it) that they can't accept eBooks even if you take the e-book, print it out and scan the pages you printed.

Ebooks can only be submitted by the publisher, author or copyright
holder. If it is a hard copy with a copyright page then it can be
submitted by volunteers. A pretty good rule to follow is that it can be
submitted if you scan it.
