Could a volunteer (or a whole gaggle of volunteers) help doing any even
miniscule part of the process, thus freeing up Gustavo for the important
bits? The word "delegate" is useful here.

While on first glance this might seem odd, running the tools first, in an ideal environment, it probably makes sense. This would allow an administrator to examine the book as it would be viewed by the public and make necessary changes if problems were discovered -- a too-heavy handed stripper, as an example. In the real world this ability is sort of meaningless when an individual such as Gustavo has so much on his plate that he could hardly be expected to find and fix missing chapter headers, broken tags, and similar headaches we all have complained about at one time or another. But the theoretical designers of the process thought of that and allowed for this eventuaolity.
