Hmmm, my speech program, JAWS, says it's a question mark. ♦ It even claims that it's ASCII character 63, which is the one for the question mark. I think that means that my Outlook Express didn't recognize it, else I should have been able to get the correct numerical value for the character even if the speech program didn't know what it was.
