As I understand things, that cannot be done. If you download a book, you can do only one of three things: It must either go onto the admin queue in .rtf, or it must be released or rejected. If it is released, then it goes back to Step 1 in the format it was originally uploaded in. I don't think the system as it is currently set up will let you upload a book back to Step 1 in a different format than that which it was submitted. i'm sure someone more knowledgeable will correct me if I am wrong.
