Which is part of the problem. This should be clearly spelled out in the manual. I am, btw, rereading that, but haven't finished it yet. These picture pages may have captions. Don't know if they'll come out or not. I would be inclined to put the numbers at the bottoms of the pages, but should I be consistent with the practice on the other pages?

Hi,
I hate to wade in on this but I was told we were to take all pictures out and just leave blank pages there. I believe it is also ok to put a statement about the page being a blank page or something like that.
Am I mistaken on this? I had 2 merit badge books rejected initially because they had pictures in them.

Please keep the pictures in, and number the page 6 through 10. That way, page numbering is retained.

 What is the policy where there's text on numbered pages which stops for
several unnumbered pages of pictures and picks up with numbered pages as if 
 the picture pages were numbered.  Like this: numbered pages 1, 2, 3, 4, 5.
 Five pages of pictures.  The next numbered page is 11.
 Is there a policy?
