It could have been, I read it in 1997, when about all I could manage to
do was flip tapes for a few weeks and sleep just was not on the menu
much for me.  

I remember parts of that book, and when I read Black House I thought of
it.

He wrote a book called Floating Dragon which was about a town of people 
being affected by ... well, something anyway, and things going very
wrong. 
That sounds like a distant relative to what you've described, not sure
if it 
matches.  That was from the early 80's.
