Let me clarify one point in case someone misunderstands what I was saying.

Correct page breaks are not critical according to Bookshare standards 
other than some exist.  They, of course, can be invaluable to the reader 
in knowing where one is within the book.
Hence, my comment was to attempt to find some balance between BookShare 
standards and what a reader needs at a minimum.

The practical side is that it is impossible for Bookshare to have much 
tighter standards relative to page breaks as otherwise far too many books 
would have to be rejected.
Note also that until April of this year, page breaks of any sort were not 
required so, even this minimal requirement, was a step forward.
