It is probably not a front cover. Front covers rarely scan with anything useful at all and so are not usually scanned. Also the information you cited will never be found on a front cover. Leave it as it is and number the page. If the page does not have a discernible page number then find the first page that does have a page number and count backwards until you reach page one. If there are pages before that they should be numbered in lower case Roman numerals. If they are already numbered in Roman numerals and there are pages before Roman numeral one then pages that come before that page should be numbered in capital Roman numerals.
