It is entirely possible to have soft page breaks and hard page breaks,
depending upon how much text is on a page. The cookbook I am doing now is
done in columns so there is tons of text on a page.

But what you need to remember is that soft page breaks don't count. Ignore
them. Only hard page breaks count. Think of it like using chalk to mark
something you're going to sew, and then you sew along those lines. Yes chalk
is there before you finish the garment but only the sewn seam counts. After
you wash the thing, the chalk marks go away. After you upload the document
to Bookshare, the soft page breaks go away. Only the hard page breaks
matter.
