The stripper is supposed to remove them, but they ALL and I do mean ALL, need to be EXACTLY uniform even down to the amount and placement of white space on the line containing the header for the stripper to remove them. It's been my experience that that kind of uniformity is VERY rare. It's just cleaner if the validator or submitter takes them out. Again, I remove them, but leave page numbers if they occur on the same line as the header.
