[bksvol-discuss] OT: Is this bribery or standard procedure?

Hi To All:
I have a friend who just graduated college. She wants to go onto Vision
Rehabilitation professionally. She is from Maryland and looked into Blind
Indistries and Services of Maryland (BISM) for a possible job. They told her
that if she doesn't go through their 8 month training they won't even consider
her for a job when one becomes available. Is this bribery? Keep in mind no
job has been promised and this is not job training. Any thoughts?
