I think that the document Mayrie emailed last summer was a discussion of how to remove extra paragraph marks, not how to add them.
If I had downloaded this book, whether I were sighted or blind, I would reject it. Adding all the paragraph marks is way beyond the call of a proofreader in my opinion; sometimes a scan just needs to be rejected, and the submitter can then decide how to submit the book with the proper formatting. .It's really unfortunate Valerie bought the book; maybe Valerie you want to balance your investment against the time needed to fix this problem, but if there is not an easy fix, I would reject the book and hope that the submiter, or someone else, would resubmit it.
