I totally understand what you mean by levels of permission according to a
computer and a set of databases. Thank you for speaking to the difference
betweeen social permissions and purely necessary ones for programming
purposes. For example, I as a volunteer have computer permission to both
view and download things from step 1 where a patron or potental scanner of
a book would have permission to view but not download things from step 1.

To clarify: I was talking to Gerald in a purely technical sense. Permission on a computer level means completely different thing and not what you and others may assume. In heinsight, I should've e-mailed gerald privately so as not to confuse the list. My sincerest appologies.

I am interest in the fact that somone wishing to scan a book would somehow have legal trouble knowing that the book is already scanned, validated and waiting to be approved. What harm would be done if a user, or anyone for that matter, knew that such a book existed and therefore did not waste effort re-scanning it?
