Hmmm... I really don't know the anser to that. My thoughts are that UEB is
still English, and therefore these non-English characters may not be
provided for. But I could be totally full of it...
I've forwarded this question to someone who's more well-versed than I about
Braille and UEB.
I'll let you know if I have a better answer for you.

Norwegian symbols such as the circle over the letter a and the special
marking of some letters o?
Here are some samples:
0197 as in the author Åsne Seierstad
0216 as in the name Øystein
0229 as in the placename Kringsjå
0248 as in the placename Tromsø
My thought was that with the clearer standardization that the UEB code
provides to language markings, maybe these could now go through successfully
into grade 2 conversion even though they might not have gone through with
the pre-UEB code.

It looks like no one has given you an answer yet, but this is what I know.
A few years ago I scanned a number of books that had this character. I
talked with someone on staff and we agreed that the best way to deal with
them at the time was to do what you are suggesting--convert them to "ae"
(upper or lower case).
Since then, I've heard nothing else from staff regarding this character.
My opinion is that converting the character to "ae" is safe, even if the
Braille converter can render them correctly.

supported by Bookshare's braille conversion software for grade 2 files?
If it isn't, I assume it should be converted to the letters ae.
The symbol looks like this: æ
It's used in latin words and in some Norwegian names.
