It looks like no one has given you an answer yet, but this is what I know.
A few years ago I scanned a number of books that had this character. I
talked with someone on staff and we agreed that the best way to deal with
them at the time was to do what you are suggesting--convert them to "ae"
(upper or lower case).
Since then, I've heard nothing else from staff regarding this character.
My opinion is that converting the character to "ae" is safe, even if the
Braille converter can render them correctly.

Can someone tell me whether the ae combination symbol produced by alt-0230
supported by Bookshare's braille conversion software for grade 2 files?
If it isn't, I assume it should be converted to the letters ae.
The symbol looks like this: æ
It's used in latin words and in some Norwegian names.
