One can verify that it is an ISBN or not by entering it in the search field of some site that allows search by ISBN and have most all of them in their database. I am thinking of sites like Amazon, Good Reads or Open Library. As to how to handle it when scanning, I don't know of any requirement that the ISBN be scanned. Just keep it on hand when submitting it to enter to get the metadata. For that matter, you don't even have to do that if you want to enter the metadata yourself. Do check the copyright page carefully though. It should be there, but it doesn't have to be.
