If you mean three or four words on a line consistently I don't know what the problem is, but if you mean three or four words on an occasional line that sounds like the last line of a paragraph and it should be left as is.

When I scan a page, I sometimes get 3 or 4 words on a line. Do the people
that scan the books have to fix this, is it the proofers thing or does
bookshare fix this?
