Hi Debby,

The short answer to your question is yes.  The difference in heading size
will allow folks to search by type of heading, so, if one wants the next
section, he/she can find that, instead of going directly to the next
chapter.  

I do what you describe, by the way.

In the future, if I size chapter titles at 16 point and sections within a
chapter at 14 point, is navigation better than having them all at 16 point?
