In my understanding, post secondary also includes graduate school.  The 
thing is that there are many, many individuals who are getting their masters 
in their 30s and 40s.   Nowadays, people are having to go back to school 
just to be able to keep the jobs they currently have.  That happened to my 
DBS counselor.  She was forced to go back to school to get her MS in order 
to continue working as a vocational rehab counselor...she was 55 years old.
