I believe Pratik's thinking of the Page Break policy, because it's not practical to require page numbers since not all books actually have them. I'll get a clarification from Lisa since I happen to have a call into her anyway, but I'd expect something along the lines of Bookshare strongly encouraging volunteers to not remove them during cleanup, but not requiring that books have them. I'd also expect that they'd lean toward reducing the quality of the scan if it can be determined that they've been removed during cleanup. This is just an educated guess, though. As I said, I'll check with the staff.
