What I remember from past go rounds on this are:
The bookshare braille conversion tool doesn't handle the ascii ellipsis code correctly (seems to be still true from the current thread).
Braille users tend to prefer a space, three dots without any spaces and then a space, unless there is a punctuation mark at the end then no space is used, for an ellipsis.
Whether there are spaces before or after or not, most screen readers call three dots with no spaces between an ellipsis.
Three dots with spaces between is read as dot dot dot by most screen readers. 

There is no absolute agreement on how to do this.
And just a personal comment about what I see in books; the space between dots in ellipses seems to be increasing these days.

If it translates right it should look like this: … extended ansi character 8230.

However, when I read it with JAWS jaws says nothing. If this were a major 
problem for me, I would make jaws say elipsis by way of the dictionary. You 
could do the same thing for most braille displays. Notetakers might be a 
different proposition.

If you know what the symbol is I would be happy to try this as I have a braille 
display. I too had Kurzweil recognize this once and say elipsis instead of dot,

Just wondering if the Braille conversion tool would recognize an ellipses as 
such if we used the actual symbol for an ellipses instead of the 3 periods 
together. I've noticed that my screen reader will sometimes say ellipses and 
sometimes just say dot dot dot. I'm thinking that if the Braille conversion 
tool would recognize the actual ellipses, it would be displayed correctly in 
Braille and print and work for everybody. Perhaps this is something that needs 
to be checked with engineering to know for sure.
