They can be uploaded in plain text.  But it is better if you can convert to 
.rtf first.

Did I miss something?  I thought books could still be uploaded in plain text
as well as rtf.

RTF is the universal file format, and the one that the automated tools use.

So it is the format to upload in.

In fact all formats except Braille are to be uploaded in .rtf.

Hello,

I thought, when you downloaded a book to validate that it is uploaded in the
same format.  Twice I have downloaded books, one in KES and one in
MicrosoftWord, but when I went to upload, the upload site said RTF.  Is
there a reason for this?
