Hi Tony,
While I'm not disagreeing with your explanation, although I do think you
might have stated it in a bit more of a socially conscious manner, your
using what NLS does as justification is flawed. As part of the Library of
Congress, the rules that apply to the rest of us mere mortals doesn't
necessarily apply to the NLS. It has long been a cause of criticism that
the laws Congress writes don't necessarily apply to it, itself as an
organization.
