Maybe I misinterpreted.  I thought he meant could they be submitted in 
talking book format.  We are not really supposed to submit brf files either.

If a book is on talking book and even if it is in Braille, it is OK to
submit.  Some people say that submitting books that are already on web
Braille is a waste of time, but we have to remember we serve more than the
blind population.
