I suggest we have prior notification of PQ books before they're likely to hit the shelves. The publishers certainly should have that capability. It would save us going out and buying the book, or making arrangements with libraries.

"To the extent possible" means what, exactly? Do volunteers get lists of books that will be submitted by publishers, or do we get to do hours of work for a book, then have it replaced by a PQ book?
