I like a time limit of 60 to 90 days. I think two weeks is too little.
I don't advocate for letting proofreaders have more than 5 books at a time.
There is a proofreader out there who keeps rejecting books after a long
period of time that aren't in need of rejection that could take up lots of
books and then reject them all.
I know, one bad apple spoils the whole bunch.
