That's my recollection also; as long as they are scanned in the U.S., a 
foreign copyright can be acceptible.
What I do now, when a book isn't the U.S. Copyright office database, is 
paste the copyright info, as it appears in the book itself, into the 
comments field so that Gustavo can quickly see that this matches what 
appears in the filled out form.
