Ok. Let me try to clarify. The reason why we are asked to put in empty lines at the top and bottom ofthe page is because of the HTML formatting when the DAISY file is converted from the DAISY file. It was discovered that the lack of page breaks in HTML files force page numbers either at the top or bottom are joined to the text, making it impossible to distinguish page number in HTML files. When puttinga blank line at the top or bottom of the file, you will find that the page number is placed on a separate line in an HTML file. So, while it may not be absolutely required to place blank lines at the top or bottom of the page, you are highly encouraged to put them in. If you're adding a blank line at the bottom of the page, and it's appearing at the top of the next page, you should certainly verify that the book has hard page breaks. If you are inadvertently exceeding the number of lines, as set forth by the margin and page length settings, than it would cause the software to issue a soft page break and consequently the next page would be blank if there are hard breaks present. My initial guess would be that you're dealing with soft page breaks and it is just pushing the blank line onto the next page.
