I agree with this. If any of these stories have chapters in them, those
chapter titles will need to be in 16 point; so the story titles should be in
18 point.

I'd put them in eighteen point because they are virtual sections of a
book. Sometimes short stories have sections within them which should
be in sixteen point. If I'm wrong about this, somebody more
knowledgeable than I will correct me.
