Judy, that is very interesting.
I always "protect" page numbers with a return before and after, so I was
surprised to see this in the manual.
I have always found it annoying when the manual gives instructions which
differ from what has been tested and from what volunteers have always done
to make books the most readable.
However, I have also been informed that the manual is a guide--not
requirements--but shouldn't a guide lead people in the right direction?

Lori, I just checked through my archive of different versions of the 
volunteer manual, and you're correct. That's what the most recent 
manuals says. That change was made in the manual by former staff member 
Rick, I think, but Rick never tested it to see if it worked. Mayrie 
continued to post what really worked to this list. smile.
