A blank line consists of two hard returns, not just one. So to create a blank line you need to have two consecutive hard returns.

But wait, is that an additional blank line,I mean, I hit return after
the page number which does create a space before the text; should I
hit return again and create another blank line? (I'm starting to go
back and change what I've done so far in one of the books I'm working
on. The other book I'm just starting to proof. So please rely ASAP.

If that's correct I'd better start putting a blank line between page
number and text in the books I'm proofing now.
