Sarah, I asked that very question.  I was told that
they archive books. I suppose that people can go to
the library every day and read the reference copy,
which is better than not having it at all, which is
the case with 3 other library systems (I was going to
join a new one nearby if they had the book) --but Los
Angeles is, I think the second largest city in the
country (I'm not sure, but when I read that San Diego
is the 6th, which surprised me, I was told that New
York and then L.A. were the two largest.), and when
one lives in one of its far reaches, it's not
feasible. :-)
