I was thinking, proofreader 1 would have to upload the book and hit accept,
but tell Carrie, this book isn't complete, it needs to go back on step 1.
Then proofreader 2 would have to download the book and insert the missing
pages.
This is going to be a lot of work for Carrie if it is true.
