Yes, but the effect is worse than just that=2E Because the payroll in stat=
circulates from the state employee, to the businesses that the employee
buys products from, to their suppliers, etc=2E All of whom pay taxes=2E In=

other words, when tax dollars are spent to hire people in the same state,
that money circulates through the economy many times, creating jobs and
taxes far beyond just the state employee=2E On the flip side, when the tax=

dollars are offshored, they are essentially removed from the entire state
economy=2E \
