[beports] includes not included?

When trying build the SDL_net library, I ran into a make error where
it failed to located a couple of header files, see more details on the
port page:

This is the first time I've run into something like this in the 30 or
so port attempts I've tried. Is this due to a missing environment
variable or something else?
